How legal is it to be running around in the cities with HID off road lights installed?

From what I know, (and dont quote me), I've been told that its illegal. But i drive 200 miles a day and i see people running their lights all the time. I dont know if they've gotten pulled over. but i can only assume, a cop that has nothing to do or is PMSing, would stop some one for that.

Usually, laws regarding vehicle lighting are enforced from a standpoint of local law. There are DOT regulations, but enforcement is not on a federal level, unless it's in a national park.
If you look at the fine print for most of these lights, it'll usually say, "For Off-Road Use Only." Just having them on your vehicle isn't usually a problem, but they need to be covered when driving on the street.

Whoa those are quite bright. Try and keep them aimed lower (i.e. not right into passing driver's faces) to the ground and it shouldn't draw too much attention.

I beg to differ. Those bumper lights are pretty conspicuous. Definite ticket material if you have them on driving on the road, IMHO.
